About the role:

Responsible for managing all HR matters in Taiwan and providing administrative HR support to Singapore. This role focuses on delivering high-quality HR services to employees and managers, handling day-to-day transactions and inquiries, and ensuring compliance with local employment laws and regulations. The incumbent will contribute to workforce strategy development and provide decision support. He/ She will also independently address employee questions, issues, and requests in a timely and effective manner.

Scope: Responsible for all HR matters in Taiwan (96 employees), with potential backup support for India or Singapore.

  • HRIS system Management and Documentation

Ensure 100% data accuracy and compliance across HRIS platforms (Workday, iCIMS, and local attendance system). Responsible for maintaining audit readiness and executing updates in line with the Delegation of Authority (DOA) policy.  Provide HR administrative support for the Singapore office (8 employees), including maintaining leave records and managing flex-point documentation.

 

  • Payroll preparation

Provide timely and accurate employee data—including attendance, overtime, new hires, terminations, absences (e.g., maternity leave), and awards—to payroll administrators. Ensure proper documentation is in place and maintain data integrity for internal and external audits.

 

  • HR Advisory & Employee Relations

Handle employee lifecycle transactions including:

  • Recruitment: job postings, resume screening, interviews, and contract preparation
  • Promotions: coordinate gate review meetings
  • Transfers: liaise with leadership and assess organization stability
  • Salary adjustments and terminations: manage process and conduct exit interviews

 

  • Deliver legal compliance and guidance on labor laws (e.g., minimum wage, overtime, documentation). Provide HR policy interpretation to employees and leaders.
  • Act as the primary point of contact for local employee inquiries and support effective communication of business decisions to employees.

 

  • Vendor Management

Oversee key HR vendors, including:

  • Dispatch service providers
  • Recruitment agencies
  • Group insurance broker
  • Local attendance system providers
  • Outplacement services and EAP providers

Collaborate with COE and Procurement on vendor selection and contract management.

 

  • HR expertise

Support the implementation of global HR strategies and tailor policies and processes to meet local business needs. Act as a strategic partner by providing local HR insights and compliance feedback to Global HR and Centers of Excellence (COEs). Partner with leadership on succession planning and advise on organizational optimization in terms of time and cost efficiency.

 

  • Recruitment:

Manage end-to-end recruitment for Taiwan:

  • Guide hiring managers in using iCIMS
  • Create and manage job requisitions
  • Coordinate job postings (internal and external)
  • Conduct intake meetings, schedule interviews, and lead HR interviews
  • Perform reference checks and support package negotiation and preparation

Qualifications

Minimum Education Required:

Diploma or Bachelor's degree in Human Resources Management, Business Administration, or a related field.

Minimum Experience

(Years and type):

Minimum of 5–8 years of professional experience in a Human Resources role (e.g., HR Specialist).

Knowledge, Skills & Abilities:

  • Language skills: Fluent in both written and spoken English and the local language (Mandarin).
  • HR Knowledge:
    • Strong understanding of HR processes and terminology, including local requirements such as Labor Insurance, National Health Insurance, and the Labor Pension Act.
    • Familiarity with government and customer audits; experience with RBA audits is a plus.
    • Proficient in using HRIS systems.
  • Labor Law Knowledge:
    • Solid understanding of Taiwan labor law to manage the full employee lifecycle from recruitment to exit.
    • Knowledge of labor laws in Singapore or other Asian countries is a plus.
  • Computer/Technical skills: Proficient in Microsoft Office applications, especially Excel, Word, PowerPoint, and Outlook.
  • Discretion: Demonstrated ability to handle highly sensitive and confidential information with professionalism and integrity.

    • Strong written and verbal communication skills, including the ability to write professional correspondence.
    • Able to convey key messages clearly using the appropriate communication channel for the audience.
